REGULATIONS of the "Responsible Gaming" Program of S.A. "National Lottery of Moldova"
This regulation is approved in the context of applying Law no. 291/2016 and establishes the framework for preventing and reducing the negative effects associated with gambling, through measures of information, support, and responsibility.
1. General Overview
The "Responsible Gaming" Program offers players and employees rules, recommendations, and tools to prevent problematic gambling.
It targets: the protection of minors, limiting access for ineligible persons, assisting players at risk, and training staff who interact with the public.
Participation in games is voluntary, and decisions regarding time spent and amounts played are up to the player.
2. Purpose of the Regulation
The regulation creates a clear framework for implementing responsible gaming measures and aims to :
• prevent compulsive behaviors;
• education and awareness of risks;
• access to support and assistance resources;
• protection of vulnerable groups;
• continuous training for employees.
3. Principles and Implementation Measures
The program is based on the following principles:
• voluntary participation;
• player's freedom of choice;
• clear information for players;
• no minors allowed;
• no credit-based gaming.
Participants are required to comply with the law, gaming rules, and internal regulations. The organizer provides accessible information about procedures, limits, and participation conditions.
4. Responsibility Rules for the Involved Parties
• The player should know that gambling is entertainment, not a source of income.
• The player sets financial and time limits and sticks to them.
• The organizer displays warning messages, clear rules, and self-restriction options.
• Staff actively informs players about risks, limits, self-exclusion, and support services.
5. Strategies for Responsible Gambling
• Set budget, loss, and time limits.
• Take gaming breaks and temporarily suspend access.
• Restrict certain categories of games.
• Voluntary temporary or permanent self-exclusion.
• Seek specialized support if needed, including via email: jocresponsabil@lnm.md.
6. Staff Training and Qualified Support for Players
Training employees who interact with players is mandatory and includes:
• introductory training;
• periodic training;
• on-demand training.
Staff are prepared to identify signs of problem gambling, communicate empathetically, handle self-exclusion requests, and prevent minors from accessing games.
7. Support for Gambling Addiction
The program offers free and confidential support services by phone, online, and in person. Players can take advantage of:
• self-assessment and risk level identification;
• counseling and psychological support;
• progress monitoring;
• guidance toward additional resources.
The privacy of personal data is mandatory at all stages of support.
8. Self-Testing
Self-testing is a tool that allows players to quickly assess their gaming behavior. The results help in the early identification of risks and guide appropriate measures: limitations, breaks, self-exclusion, or seeking specialized help.
